Syntax of .pst files?

What is the syntax and semantics of the .pst files?
e.g. how can I change 60Hz related presets to 50Hz, using a text editor?

We have never formally documented the syntax of these files (that would be a large project). I would recommend that you download the desired preset and then change any 60 Hz related parameter to 50 Hz directly in the filter or effect of interest and then re-save that preset under a name that means something to you for easy recall.
