3kh whine problem-help!

I've used the spectrum analyzer to confirm a whine being generated internally through my pc which shows on the vu meter and on wave file recordings. It's fairly loud, 3kh fundamental with even descending harmonics at 6k, 9k etc. Does anyone have any idea what might be causing this? The only time it disappears is when I play a pre-existing wav file.

I have heard of problems similar to this. It is usually caused by poor circuit layout on low end sound cards. Craig
